Hi Oktay, at the moment you need to use a program called Subversion to get the source code from our hosting server, but we expect to make a directly downloadable version available sometime in the next week or so. Please follow these instructions to get the OSQA source code with Subversion.
I am not familiar with Hostupon, but a quick look at their site suggests that they support Python, so that's a good sign. We will soon be providing instructions for setting up OSQA on WebFaction, and other supported hosting providers will follow. You may want to take a look at WebFaction to see if it would be right for you - they have already made clear to us that they will support OSQA.
