To post a comment, you have to have a certain number of points. You get points by posting questions, providing answers, filling in your profile, etc. This is a common theme among sites like OSQA and StackOverflow.

Hi bilalazam, I'm not sure precisely what you're looking for? There should be a "post a comment" link visible with each question and each answer. Are you unable to see these?

Yes you should be able to comment your own posts and answers to your questions immediately. Is that not working for you?
To comment anywhere you need 50 points - maybe a bit too high for a small community, but the idea is that the reputation system will help improve quality of content.
For example - it might make sense to let the users get accustomed to the community before they can post comments anywhere.
