I think karma based privileges are not well suited for a website that was very few users. Practically I have 1 point for joining, answered two questions and still 1 point.
There are no other not answered questions but I would like to be able to vote for good answers.
I think that the limits must be dynamically changes based on the scale of the installation. At the beginning these should be almost zero and they should grow in time.

This is a problem inherited from the original CNProg codebase, which has numerous hard-coded constant values in many places that should probably be soft values a site owner could adjust via settings.
We are combing through the code now to isolate and refactor these values, which include the points required to vote, comment, etc. We will then implement a way for the settings to be relaxed in a newborn OSQA site and gradually increased by the site administrator as the site builds momentum.
This is a very high-priority issue, so I anticipate that it will be resolved soon.
