OSQA now fully supports PostgreSQL. You should be able to set up a new OSQA to use PostgreSQL easily, and it is also possible to migrate data from MySQL to PostgreSQL with a little effort. That's what we did for this site, which is now running on PostgreSQL 8.3.9. Newer versions of PostgreSQL should also work without problems.
If you need help migrating data just pop into the OSQA chat, and we'll try to lend a hand.
